The Department of Water and Power: The Legacy of William Mulholland

Built in 1907, the Silver Lake Reservoir system was part of LA's first municipal water supply—tied to William Mulholland and his infamous grasps at power. Known for his secrecy and unchecked ambition, rumors spread of an alleged secret project, a bunker of epic proportions constructed beneath the lake.

Los Angeles’ nefarious Department of Water and Power has operated unchecked for far too long. Rumors of a DARPA lab operating beneath Silver Lake have existed for decades but were never substantiated. Until now.

When Mulholland resigned from his post as head of the department after the St. Francis Dam disaster of 1928, leaks surfaced of a CIA take over, resulting in a black site laboratory operating from the bowels of central Los Angeles.

Engineers believe the foundation cracked. Scientists theorize a tear in spacetime. Theologians blame AI.

We believed we were safe, that the bunker, beneath yards of concrete and fathoms of water, could insulate us. Then came the earthquake.

Now, only one truth is certain: something is coming from The Lake.
